The Building Allocations, Step 3 page is required if any Title I funds are retained.  Note: If Title I funds are not retained, the screen can still be accessed, but the fields will not be editable.

You may also click on one of the page links in the left-hand column to go to the help screen for the corresponding page.

Warning:  If you enter data and do not save your data, it will not be saved when you close the page.  You can choose to save the information after filling out the entire Building Allocations, Step 3 page, but it is recommended to save occasionally so that information will not be lost.

Non-Public

The 'Title I Allocation Funds Available' will display at the top of the page.  This value will be pre-populated from the 'Allocations' page. 

The ‘Non-Public Per Pupil Amount’ and ‘Non-Public Total Allocation/Set Aside’ fields will be calculated and will not be finalized until after the district has completed and saved the Attendance Center grid at the bottom of this page.

Public Set Asides

Enter the necessary Public Set Asides in the following fields:

Administration

Any funds that are to be used for administration of the Title I program.

Homeless

Federal law requires a set aside amount for educational services and related activities.  All districts must set aside funds for Homeless children.

  • If enrollment is less than 1000, set aside at least $500
  • If enrollment is greater than 1000, set aside at least $1500

Note:  This is a required field.
Note:  Title I funds cannot be used to provide transportation to the school of origin as mandated by federal law. 

Indirect Cost

Review the district's allocation letter to determine the maximum indirect cost amount. Use of the Indirect Cost is optional. This field will be pre-populated from the Indirect Cost field of the Title I page. This field is not editable.

Note: If a change needs to be made to this value, it needs to be changed on the Title I page.

Neglected

Title I funded program to address the needs of children placed in a public or private facility (not to include foster homes).  This field will be pre-populated.  This field is not editable.

Parent Involvement

If a district's public Title I allocation is >= $500,000, the district needs to set aside 1% of the Title I funds for Parental Involvement activities.

Preschool

Title I funded educational program preceding kindergarten or elementary school.

Professional Development

Any Title I funds that are to be used for professional development.

Salary Differential

If the building allocation does not generate enough funds to cover teacher salaries and you wish to use salary differential, please contact your KSDE Consultant.

Summer School

Title I funded educational program taking place during the summer months, following the previous school year or prior to the upcoming school year.

Transportation

Set aside for Title I funded transportation costs.

Calculate Distribution Amount

Click on the 'Calculate Distribution Amount' button once all public set aside amounts have been entered.  The amount available for building distribution after all set asides have been subtracted will be displayed.

Distribute Funding Evenly -- To distribute the funding evenly, click on the 'Distribute Amount Evenly' button.  The funds will be distributed amongst the buildings in the Attendance Center with the highest poverty buildings served first.  If there is not an even distribution, it could be due to the following reasons:

  • The first building shows more '$ Per Pupil Amount' than the other buildings -- there was not an even distribution of funds, and the left over amount was allocated to the highest poverty building.
  • The last building shows less '$ Per Pupil Amount' than the other buildings -- there was not an even distribution of funds, and the amount left over was less than the '$ Per Pupil Amount'.

Distribute Funding Manually -- To distribute the funding manually, enter the allocation amount in the field next to each building to be served.  The higher poverty buildings will be in rank order and will need to have the higher '$ Per Pupil Amount' allocated, otherwise an error message will be returned.

Attendance Center Grid

The Attendance Center Grid will be pre-populated based on the ranking method selected on the Building Allocations, Step 2 page.  The Attendance Center grid for Building Allocations, Step 3 will be editable in the Allocation field.  Any changes to the buildings displayed or enrollment values will need to be made on the Building Allocations, Step 1 and Step 2 pages.

Note:  Buildings that were marked as feeder schools on Step 1 will display in the Attendance Center grid of Step 3, and will be indented below the buildings that they feed in to.

Review the data in the Attendance Center Grid.  Update the editable fields.  Note: These columns cannot be sorted; the sort order is determined on the Building Allocations, Step 2 page.

Attendance Center

The Building #'s for each of the Buildings as assigned by the KSDE Directory system, and the official name of the Attendance Centers for each of the Buildings as entered in the KSDE Directory system.  If there is a feeder building, it will display indented below the building it feeds in to.  For feeder buildings, only the 'Not Served', 'Title I TAS', and 'Title I Schoolwide' checkboxes will be editable and displayed.

The category or building level for each school building as entered in the KSDE Directory system.  (Note: This is not a complete list.)

Not Served

Checkbox that will be checked if the corresponding building will not be served with the 'Title I' funds.  Note: This checkbox cannot be checked if the 'Title I TAS' or 'Title I Schoolwide' checkbox has been checked.

  • Place a check next to each school below 75% poverty level that WILL NOT BE SERVED.
    Note: When you distribute your funding, these schools will not be allocated any funding.
    Note: If a building with greater than 75% poverty has been marked as 'Not Served', a comment will need to be entered in the 'School District Comments' box.

Editable

Title I TAS

Checkbox that will be checked if the corresponding building has a 'Title I TAS' program.  Note: This checkbox cannot be checked if the 'Not Served' or 'Title I Schoolwide' checkbox has been checked. 

  • Place a check next to each attendance center listed as 'Title I TAS'

Editable

Title I Schoolwide

Checkbox that will be checked if the corresponding building has a 'Title I Schoolwide' program.  Note: This checkbox cannot be checked if the 'Not Served' or 'Title I TAS' checkbox has been checked. 

  • Place a check next to each attendance center listed as 'Title I Schoolwide'
    Note: If this checkbox is checked, then a 'Continuing Schoolwide Program' form must be submitted to KSDE before the LCP Application can be approved.

Editable

Public Low Income Enrollment

Field where the number of Low-Income Public students for the school building (and any associated feeder schools) will be displayed based on the data entered on Step 1.

Non-public Low Income Enrollment

Field where the number of Low-Income Non-Public students for the school building (and any associated feeder schools) will be displayed based on the data entered on Step 1.

Public Percent of Poverty

Field where the Public Percent of Poverty students for the school building (and any associated feeder schools) will be displayed based on the data entered on Step 1.

Public Total Allocated

Field where the amount of Title I funds allocated for each public building served will be entered.  This field will be pre-populated only if the 'Distribute Amount Evenly' button is clicked, otherwise, the allocations will need to be entered manually.

Distributing Funding Evenly -- Click the 'Distribute Amount Evenly' button to distribute the funds based on average dollars per low income students.
Note: If the ranking method chosen did not achieve the desired results, return to the Building Allocations, Step 2 page and repeat the process.

Distributing Funding Manually -- Input the desired allocations for each building and then click the 'Save All' button.  The resulting 'Public $ Per Pupil Amount' for each eligible building that is served must be greater than or equal to the 'Public $ Per Pupil Amount' for all lower ranking eligible buildings.
Note: The sum of all attendance center allocations must equal the 'Total Distribution Amount' field.
Note: If the ranking method chosen did not achieve the desired results, return to the Building Allocations, Step 2 page and repeat the process.

If the distribution amounts are correct, click the 'Save All' button to accept the distribution.

Editable

Public $ Per Pupil Amount

Field where the 'Public $ Per Pupil Amount' for the school building (and any associated feeder schools) will be displayed based on how the distribution was calculated.  The schools will display in rank order based on the ranking method that was selected on the Building Allocations, Step 2 page.

Non-public Allocation

Field where the Non-public Allocation for the school building (and any associated feeder schools) will be displayed based on how the distribution was calculated.

Review the Totals row.

Total

This row will contain the following information:

  • Total Public Low Income Enrollment -- this will display the total 'Public Low Income Enrollment' for the buildings displaying in the Attendance Center only, whether they were served or not.
  • Total Non-Public Low Income Enrollment -- this will display the total 'Non-Public Low Income Enrollment' for the buildings displaying in the Attendance Center only, whether they were served or not.
  • Non-Public Allocation -- this will display the total 'Non-Public Allocation' for the buildings displaying in the Attendance Center that have a non-public allocation.
  • Public Total Allocated -- this will display the total 'Allocation' amounts entered for the public buildings in the Attendance Center grid.  If the amount does not match the 'Total Distribution Amount' field in the middle of the page, then the difference will be displayed in the 'Difference' field.  If this field is a value other than '0', an error message will be returned.
  • Difference -- this will display the difference between the 'Total Allocated' field and the 'Total Distribution Amount' fields.

Saving Data
 

Click on one of the following buttons:  Note: Clicking either of these buttons will run the error checking for the page.

Save All

Clicking this button will save all of the data entered on the 'Building Allocations, Step 3' page.  The page will remain open and the list of error messages should be reviewed at the bottom of the page.

Go To Step 1

Clicking this button will not save any data, but will simply change the page to the 'Building Allocations, Step 1' page.

Go To Step 2

Clicking this button will not save any data, but will simply change the page to the 'Building Allocations, Step 2' page.

Errors

Scroll to the bottom of the page and click on the 'Show Details' link to view any errors for the page.

Note:  Any time changes are saved, the errors section should be reviewed for additional errors.

The following are a list of errors that may appear on the 'Building Allocations, Step 3' page:
 

Error

Definition/Process

Error messages -- data will be saved on the page, but these error messages must be corrected before the application can be submitted.

Attendance Centers marked as 'Not Served' must have zero (0) entered for 'Amount Allocated'.

This error will appear if a building in the Attendance Center grid has been marked as 'Not Served' and there is an allocation greater than zero (0) listed.

--> Change the allocation to zero (0) or remove the 'Not Served' check from the checkbox.

District cannot select more than one of the checkboxes (Not Served, Title I TAS, or Title I Schoolwide) for each building.

This error will appear if a building in the Attendance Center grid has more than one of following checkboxes checked:  'Not Served', ‘Title I TAS’, ‘Title I Schoolwide’.

 

--> Uncheck the checkbox(es) that do not apply for each building.

If 'Not Served' is checked, then the Attendance Center cannot be designated as 'Title I Schoolwide'.

This error will appear if both the 'Not Served' and 'Title I Schoolwide' checkboxes have been checked

--> Uncheck either the 'Not Served' or the 'Title I Schoolwide' checkbox.

If 'Not Served' is checked, then the Attendance Center cannot be designated as 'Title I TAS'.

This error will appear if both the 'Not Served' and 'Title I TAS' checkboxes have been checked

--> Uncheck either the 'Not Served' or the 'Title I TAS' checkbox.

If ‘Title I TAS’ is checked, ‘Public Amount Allocated’ must be greater than 0.

This error will appear if the 'Title I TAS' checkbox has been checked and the ‘Public Amount Allocated’ field is 0.

--> Either uncheck the ‘Title I TAS’ checkbox or allocate funds to the building.

If ‘Title I Schoolwide’ is checked, ‘Public Amount Allocated’ must be greater than 0.

This error will appear if the 'Title I Schoolwide' checkbox has been checked and the ‘Public Amount Allocated’ field is 0.

 

--> Either uncheck the ‘Title I Schoolwide’ checkbox or allocate funds to the building.

If an Attendance Center with 75% poverty or greater is marked as 'Not Served', you must enter a Comment in the School District Comment box.

This error will appear an attendance center with 75% poverty or above has been marked as 'Not Served', and there is not a Comment in the School District Comments box.

--> Enter an explanation in the School District Comments box as to why the attendance center will not be served.

One of the following must be checked for each building: "Title I TAS", "Title I Schoolwide", or "Not Served".

This error will appear if the ‘Title I TAS’, ‘Title I Schoolwide’, or ‘Not Served’ check box has not been checked for each building listed.

 

--> Check one of the checkboxes for each building listed.

The schools with the highest poverty must have the highest Per Pupil Amount; therefore, the '$ Per Pupil Amount' must be equal to or in descending amounts based on the rank order of the schools being served.

This error will appear if one of the lower poverty ranking buildings has a higher '$ Per Pupil Amount' due to the allocation entered.

--> Adjust the allocation for the building to ensure that the '$ Per Pupil Amount' is less than the buildings that are being served that have a higher poverty ranking.

There is a difference in allocation.  Please double-check that the sum of the allocations for the Attendance Centers equals the 'Total Distribution Amount'.

This error will appear if the 'Total Allocated' amount does not equal the 'Total Distribution Amount' field.

--> Adjust the allocation for the buildings so that the 'Total Allocated' amount for the Attendance Center grid equals the 'Total Distribution Amount' field.

You must set aside funds for Homeless, even if you do not have Homeless students.  If your district’s total enrollment is less than 1,000, enter at least $500 for the Homeless set aside.  If your district’s total enrollment is 1,000 or more, enter at least $1,500 for the Homeless set aside.

This message will appear if there is not a value in the 'Homeless' field in the Set Aside section.  This field is required for each district.

--> If the total district enrollment is:

  • less than 1,000, enter at least $500 for the Homeless set aside.
  • greater than 1,000, enter at least $1500 for the Homeless set aside.

Warning/Informational messages -- data will be saved on the page, but these error messages are for information only and do not need to be corrected before the application can be submitted.

Reminder: Continuing Schoolwide Application forms are due at this time, if not already submitted.”

This reminder will appear if any of the buildings in the Attendance Center has been marked as 'Title I Schoolwide'.

--> Make sure to complete a Continuing Schoolwide Program form for each building that has been marked as 'Title I Schoolwide' and submit to KSDE.

Warning: If 'Title I Allocation' is greater than or equal to $500,000, the Parent Involvement set aside must be a minimum of 1% of Title I Allocation Funds Available minus Non-Public Total Allocation/Set Aside.

This warning message will appear of the 'Title I Allocation' is greater than $500,000 and there has not been a value entered in the 'Parental Involvement' field of the Set Aside section, or if the value is less than 1% of the 'Title I Allocation' minus the Non-Public Total Allocation/Set Aside.

--> Adjust the value of the 'Parental Involvement' field to be equal to or greater than 1% of the 'Title I Allocation' minus the Non-Public Allocation/Set Aside.

Warning: None of the eligible Attendance Centers meet the Minimum funds per low income pupil.

This warning message will appear none of the buildings listed in the Attendance Center grid meets the 'Minimum Per Pupil Amount'.

--> Enter or adjust the values for the buildings being served to be equal to or greater than the 'Minimum Per Pupil Amount'.

Warning: The Total Non-Public amount must equal the 'Total Non-Public Amount' shown on the 'Non-Public' page.

This warning message will appear if the 'Total Non-Public Amount' on the Non-Public page does not equal the 'Total Non-Public Allocation'.

--> Enter or adjust the values for the buildings being served so the 'Total Non-Public Allocation' matches the 'Total Non-Public Amount' on the Non-Public page.
